Chapter II of the Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) is titled "Permanent Ceasefire and Transitional Security Arrangements". It is considered the backbone of the agreement and outlines the steps for creating a unified national armed force and reforming the security sector.

Angelina Teny, as the former Minister of Defense for South Sudan, has visited numerous training centers across the country, including sites in Unity, Western Bahr el Ghazal, and Upper Nile states. Her visits are part of a nation-wide tour to assess the readiness of the unified forces for graduation and deployment, which she has described as a crucial milestone in the peace process.

The goal of these visits is to oversee the implementation of the peace agreement by ensuring the unified forces are trained and ready to be integrated.
